If you have an Nvidia card you simply go to the Nvidia Control Panel and look for the V Sync tab on the 3d Settings and activate Adaptive V Sync. With the tweaker you can change multiple things and among them is the ability to deactivate V Sync, once you deactivate V Sync within the application you need to change your gpu’s setting to Adaptive or Dynamic v Sync. I’ve tried a couple of fixes and the best one so far is simply Downloading Fallout 4 Tweaker ( which is a configuration tool) and use it together with Latency Optimizer 4.0.
